Washougal sits at the gateway to the Columbia River Gorge, and that shapes a lot of the HVAC work here. The 2020 census counted 17,039 people; Washington’s Office of Financial Management estimates 18,490 for 2026. The Gorge east wind and your HVAC.
The Columbia River Gorge is the only major gap in the Cascade Mountains of Washington and Oregon. NOAA and Portland National Weather Service researchers write that easterly flow through it, especially in late autumn and winter, can bring snow, freezing rain and strong winds to the Portland–Vancouver area. In a November 2018 wind advisory for gusts up to 50 mph east of I-205, the weather service named Washougal as the only Clark County community expected to be affected, The Columbian reported.
Wind also raises how much heat a house loses. Department of Energy building research says stronger winds increase natural air leakage, and that the wind’s push depends on its speed and the home’s exposure. So we size an exposed hillside or riverside home from a Manual J load calculation, not the old unit’s tonnage.
Placement matters too. On an exposed lot we keep the outdoor unit out of the direct wind where we can. Trane’s heat pump installer’s guide calls for raising the unit 3 to 12 inches where snow and freezing weather linger, so defrost meltwater drains before it refreezes. Rebates and incentives in Washougal.
Clark PUD’s ducted heat pump rebate, $500 to $1,250, requires a contractor in its Contractor Network, which we have not joined, so through us it is $0. Its flat $900 ductless rebate, one per home, requires electric heat today: an electric furnace, baseboard, wall heaters or ceiling cable heat.
